Nathan J. Dugan, air traffic controller, MACS-1. Marines with MACS-1 are earning their official control tower operator certificate issued by the Federal Aviation Administration. Due to strict FAA requirements, it is a rare occasion for the CTO certificates to be issued while in a war zone.
