Lieutenant Colonel Blair currently serves as the Deputy Director, Total Force Structure Division, Capabilities Development Directorate. He has been a member of CDD since 2024.
Lieutenant Colonel Blair was born in Honolulu, Hawaii. He grew up in numerous locations, including Virginia, North Carolina, South Carolina, Georgia, California, and Okinawa. Lieutenant Colonel Blair earned a Bachelor of Science in Information Technology from Southern Polytechnic State University in Marietta, Georgia, and was selected to attend Officer Candidate School in 2008. In December 2008, Marc Blair was commissioned a Second Lieutenant through Officer Candidate Course 199 and then completed The Basic School. Second Lieutenant Blair reported to Marine Corps Engineer School for training with Combat Engineer Officer Course 1-10.
In February 2010, Second Lieutenant Blair reported to 8th Engineer Support Battalion, 2d Marine Logistics Group, where he served as Platoon Commander, 2d Platoon, Bravo Company. During this period, he deployed in support of Operation Enduring Freedom. Upon returning to CONUS, First Lieutenant Blair served as the Company Executive Officer of Bravo Company until being reassigned as the Battalion Assistant Operations Officer. First Lieutenant Blair deployed again in support of Operation Enduring Freedom.
After returning CONUS in 2012, First Lieutenant Blair reported to Marine Corps Logistics Base Albany, where he served as the Deputy Facilities Maintenance Officer. During this period, he also filled the billets of Facilities Maintenance Officer and Deputy Public Works Officer. Captain Blair was selected by the Commandant’s Career Level Education Board to attend Expeditionary Warfare School in Quantico in 2015.
In 2016, Captain Blair reported to Marine Wing Support Squadron 372, Camp Pendleton, California, where he served as the Engineer Company Commander and Operations Officer. During his tour as the Operations Officer, he oversaw the Squadron’s deployment and execution of Aviation Ground Support operations across four countries in support of SPMAGTF-CR-CC. In 2018, Captain Blair was selected by the Commandant's Professional Intermediate-Level Education Board to attend the Air Force Institute of Technology for a graduate degree in Environmental Engineering Management in Dayton, Ohio.
After graduation from AFIT in 2020, Major Blair reported to Marine Corps Recruit Depot Parris Island, South Carolina, to serve as the Environmental Director. During this time, he oversaw the Depot’s environmental compliance, conservation, restoration, and pollution prevention programs. Additionally, he developed and oversaw strategic efforts to ensure the integration of installation and regional resiliency efforts.
In 2022, Major Blair reported to Marine Corps Installation Command to serve as the Environmental Compliance Officer and Risk Analyst. During this tour, he led the Benchmark Environmental Compliance Evaluation program, conducting 14 onsite installation evaluations, and served as the 8831 Occupational Field Manager.
In 2024, LtCol Blair reported to Deputy Commandant, Combat Development and Integration to serve as a Logistics Planner, Plans Branch, in the Logistics Combat Element Division. He served in this position until March 2025 when he was reassigned to serve as the Deputy Director, Total Force Structure Division.
Lieutenant Colonel Blair’s personal decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal, and Navy and Marine Corps Achievement Medal. He holds a Master of Project Management, Master of Science in Environmental Engineering Management, and Master of Science in Industrial Hygiene degrees.
